The Independent Corrupt Practices and Other Related Offences Commission (ICPC), is a Nigerian agency that was inaugurated on 29 September 2000 following the recommendation of President Olusegun Obasanjo. The agency is expected to perform the following functions:
Investigation and prosecution of cases involving corruption and related offenses
The ICPC is empowered to investigate and prosecute cases of corruption, bribery, fraud, embezzlement, and any related offenses in Nigeria. It aims to rid the country of corrupt practices and promote accountability and transparency in public and private sectors.
Prevention and public education on corruption
The ICPC also has a mandate to create public awareness about corruption and its negative impact on society. It conducts campaigns, seminars, workshops, and public lectures to educate the public on the dangers of corruption and ways to prevent it.
Asset recovery and management
The ICPC has the responsibility to identify and recover proceeds of corruption and other related offenses. This includes tracing illicitly acquired assets and ensuring they are returned to their rightful owners or used for public purposes.
Systems review and reform
The ICPC carries out periodic reviews of the systems, policies, and procedures associated with public and private sector organizations to identify vulnerabilities or weaknesses that may encourage corruption. It recommends reforms to strengthen anti-corruption measures and improve governance.
Collaboration and cooperation
The ICPC collaborates with local and international organizations, government agencies, and stakeholders involved in anti-corruption efforts. This includes sharing information, intelligence, and best practices to enhance the fight against corruption in Nigeria.
Membership of the commission
The commission according to the constitution in section 3(3) act of 2000 as amended states that the commission must have a chairman and 12 members, consisting of two individuals from each six geopolitical zones of the nation. The current chairman of the commission is Prof. Bolaji Owasanoye, SAN, OFR, other members include but are not limited to Hon. Hannatu Muhammad; Hon. (Justice) Adamu Bello; Hon. Yahaya Umar Dauda and Hon. Obiora Samuel Igwedibia, etc. The membership of the commission must include;
- A retired Police Officer not below the rank of Commissioner of Police;
- A legal practitioner with at least 10 years of post-call experience;
- A retired Judge of a superior court of record;
- A retired Public Servant not below the rank of a Director;
- A woman;
- A youth not being less than 21 or more than 30 years of age at the time of his or her appointment; and
- A chartered accountant
To ensure the independence of the members of the ICPC, so as to be able to carry out their duty effectively and efficiently without the influence of the executives, the ICPC Act makes the provision that each member will spend a tenure of four years, the members must be approved by the Senate, and no action can be taken on the members by the executive without the approval of the Senate.
